MODEL PROVISION
Council of Public Consent of the Assembly of people of Kazakhstan *
1.General provisions
1. Council of Public Consent of the Assembly of people of Kazakhstan _______________________________ (name of cities, Astana, Almaty region or district, city of regional value, rural districts, company) (hereinafter – Council) is a consultative - deliberative body under the Assembly of people of Kazakhstan of the region (city of Republican significance, capital).
2. The Council shall be guided in its activities by the Constitution, laws of the Republic of Kazakhstan, acts of the President and Government of the Republic of Kazakhstan, other regulatory legal acts, as well as this regulation.
3. The Council consists of representatives of public associations, non-governmental organizations, ethno-cultural associations, state bodies, taking into account the mandatory representation of representatives of the Council of veterans, mothers, youth affairs, creative unions, as well as the Assembly of people of Kazakhstan.
The composition of the councils is approved by the Council of the Assembly of people of Kazakhstan __________________ (name of the region (city of Republican significance, capital).
4. The Chairman of the Council is elected by the members of the Council at its meeting. The Chairman of the Council may be elected an authoritative public figure or a person with an active social and political position.
Chairman of the Board __________________ (name of the region (city of republican significance, capital) is a member of the Council of the Assembly of people of Kazakhstan __________________ (name of the region (city of Republican significance, capital).
2.Tasks and functions of the Council
5. The main objective of the Council is to consolidate the institutions of civil society, political and non-governmental organizations and other associations in order to strengthen and develop Kazakhstan's identity on the principle of citizenship, social harmony and national unity in society, to develop common approaches to achieve the goals and objectives of the Assembly of people of Kazakhstan, the implementation of the national Patriotic idea of Mangilik El, education of New Kazakhstan Patriotism.
6. The Council has the following functions:
1) analysis of the current situation, as well as development of recommendations for the prevention and resolution of social and other conflicts in the region;
2) development of recommendations and proposals to strengthen stability, public consent and national unity, as well as to improve the mechanism of interaction between state bodies and public institutions;
3) support and development of civil participation, public initiatives, socially significant projects and programs aimed at achieving the goals and objectives of the Assembly of people of Kazakhstan;
4) involvement of veterans, trade unions, youth associations and other public organizations in the promotion and implementation of state policy in the field of public consent and national unity;
5) participation in the prevention and prevention of social issues, implementation of practical measures to resolve disputes and disagreements, prevention of situations that contribute to the emergence of hotbeds of social tension;
6) to promote the development of charity, mediation and local public control system.
3. Authority of the Council
7. The Council shall have the right within its competence:
1) request from the state bodies information, documents and materials necessary to perform the assigned tasks;
2) to hear at meetings of the Council representatives of state bodies and other organizations on issues within the competence of the Council;
3) in order to develop proposals on specific problems and issues within the competence of the Council, to establish working groups and commissions;
4) make decisions on matters within its competence.
4. Organization of the Council’s activity
8. Meetings of the Council are held as necessary, but at least once a quarter.
9. Meetings of the Council are authorized in the presence of two thirds of the total number of members of the Council.
10. Decisions of the Council shall be taken by a majority vote of the total number of its members present at the meeting. If the votes of the members of the Council are equal, the vote of the presiding officer is decisive.
11. Officials who are not members of the Council, as well as representatives of public organizations, the Assembly of people of Kazakhstan and the media may be invited to the meetings of the Council.
12. Chairman of council:
1) directs the activities of the Council and presides over its meetings;
2) determines the agenda and sign the minutes of the meeting of the Council.
13. In the absence of the Chairman, his duties are performed by Deputy designated by the Chairman.
14. Council Secretary:
1) informs the members of the Council of the time and place of its meetings;
2) organizes preparation of materials for the meetings of the Council;
3) draws up the minutes of the meeting of the Council;
4) submits to the Chairman of the Council a report prepared by its members on the work done to implement its decisions;
5) on behalf of the Chairman of the Council performs other functions.
Secretary of the Council is not a member.
15. Working body of the Council __________________ (name of the region (city of Republican significance, capital) is the Secretariat of the Assembly of people of Kazakhstan of the region (region, city of Republican significance, capital).
The working body of the Council of the district, city of district importance, rural district and enterprise is determined jointly with the Secretariat of the Assembly of people of Kazakhstan region (city of Republican significance, capital) and the relevant akim or head of the enterprise.
The working body of the Council:
1) provides information and analytical support for the activities of the Council;
2) conduct official correspondence with state bodies, officials and organizations on issues within the competence of the Council;
3) exercise other powers necessary to ensure the activities of the Council.
16. Local executive bodies assist the Council in carrying out its tasks.
* The position of the Council of public consent of the Assembly of people of Kazakhstan of the region (region, city of Republican significance, capital) is approved by the decision of the relevant Council of the Assembly of people of Kazakhstan of the region (region, city of Republican significance, capital).
The provisions of the Council of public consent of the Assembly of people of Kazakhstan of district, city of district importance, rural district and enterprise shall be approved jointly by the Council of the Assembly of people of Kazakhstan of the region (region, city of Republican significance, capital) and the relevant akim or head of the enterprise.
