Address by the Assembly of People of Kazakhstan: The World is Changing in Noticeable Way

Dear fellow citizens!

On March 31, President Kassym-Jomart Tokayev addressed the people of Kazakhstan with an important statement on further steps to support citizens and business.

It sounded in the conditions of unprecedented world economic turbulence caused by oil prices and the coronavirus pandemic.

The UN Secretary-General Antonio Guterres called the situation the most difficult crisis since the Second World War, and these are not just words. It is predicted that 25 million people in the world will lose their jobs, established economic ties will break, business will freeze, and countries will be fenced off by new barriers. The world is changing in noticeable way.

In these critically difficult conditions, the Head of State is sensitively keeping his hand on the pulse of socio-economic development of the country, reacting to the most urgent needs of the people in a timely and accurate manner.

Under the leadership of the President Kassym-Jomart Tokayev, Kazakhstan has taken proactive measures to prevent a mass epidemic in time, National Fund of the Republic of Kazakhstan, established on the initiative of the First President – Nursultan Nazarbayev Elbasy – ‘safety airbag’ is working effectively.

Kazakhstan confidently and steadfastly carries out the constitutional norm on social state in the Basic law.

President Kassym-Jomart Tokayev instructed to index pensions and state benefits, including targeted social assistance, by 10% in annual terms. From April 1 to July 1, all citizens received the right to medical assistance in the system of compulsory social health insurance, regardless of the status of the participant of the compulsory social insurance. This applies to the interests and well-being of all citizens.

Wholly supporting the address of the Head of State, the Assembly of People of Kazakhstan declares the need to provide comprehensive civil support in their implementation.

We have no right to shift responsibility at such a time solely on the shoulders of the State.

Our overall result today depends on every citizen, starting with strict observance of quarantine measures.

The further vector of our civic participation should be aimed at active assistance in implementing the new initiatives of the President.

The members of the Assembly of People of Kazakhstan will conduct extensive explanatory work among self-employed citizens, using all available quarantine opportunities of social networks, electronic mailings, and their civil contacts.

The information work should focus on such measures as the coverage of additional social payments in the amount of one minimum wage of about 3 million of our citizens; the provision of various categories of citizens with free food and household sets and the participation of local small and medium-sized businesses for their production and delivery.

The Assembly of People of Kazakhstan calls for special attention to be paid to the instruction of the Head of State to carry out spring field work in a timely manner and to support small and medium-sized peasant farms and create new jobs. The members of the Assembly of People of Kazakhstan, who have rich experience in agricultural production, will provide any necessary assistance for the implementation of the President's initiatives, will provide patronage of younger agricultural producers, consulting and other support. And, of course, they themselves will be involved in the implementation of this task.

We, the members of the Assembly of People of Kazakhstan, intend to ensure effective public control over the implementation of President Tokayev’s instructions, so that each tenge was used with maximum efficiency. After all, the financial capabilities of our country in the conditions of the global crisis and recession are not infinite.

The Assembly of People of Kazakhstan calls on all citizens of the country to approach with great responsibility the instructions outlined by the Head of State, to show conscientiousness, solidarity and active citizenship for their effective implementation.

The Assembly of People of Kazakhstan strongly believes that these days each of us should find strength and opportunities to help the people and the country to survive and win in difficult trials, to show humanity, mutual assistance and solidarity.

This is the only way we together will succeed in overcoming the difficult situation.
